Wondering where a NIE comes from? The police issue it, not the Oficina de Extranjería. Book a cita previa on the ICP site, bring form EX15 and the fee receipt, and expect a decision within five days.
Do you need to request a NIE yourself?

If you start a procedure for a document that lets you stay in Spain, the police assign your NIE automatically. If your tie to Spain is economic, professional or social, the NIE is not automatic. You request it.
Two conditions apply to that request:
- You are not in Spain irregularly.
- You state your reasons for asking.
You apply in person, to the Dirección General de la Policía, directly or through an Oficina de Extranjería or a police station.
Foreign persons who relate to Spain by reason of their economic, professional, social or any other interests may request the NIE personally from the Dirección General de la Policía, directly or through the Oficinas de Extranjería or police stations.
BOE · Real Decreto 1155/2024, art. 205.4
If you are still outside Spain
A person who is not in Spain asks the Comisaría General de Extranjería y Fronteras through a Spanish consulate.
What to bring and what it costs

A NIE request needs form EX15 and proof of payment of the Modelo 790 código 012 fee.
The police sede generates the fee form: fill it in on screen, then download and print it. Pay at a bank, savings bank or credit cooperative with the payment document. You do not need an account there.
| Item | Fee |
|---|---|
| NIE assigned at your request | €9.84 |
| Certificates or reports issued at your request | €7.31 |
Certificates of resident and non-resident
Both certificates use the same request route and the same five-day period as the NIE. Form EX15 covers the NIE and certificates.
A non-resident certificate proves you are not resident in Spain. All foreigners, EU and non-EU, apply. It is valid for 3 months from issue.
A resident certificate proves all your periods of legal residence in Spain. It is also valid for 3 months from issue.
How do you book the cita previa?

Police appointments come from the ICP site. The portal fronts two systems.
The Subdelegaciones run appointments for foreigners offices. The Dirección General de la Policía runs the ones for the police. Pick the police one.
Skip the email route, which is for the Oficina. Temporarily, in-person appointments at the Valencia Oficina de Extranjería are requested by email. That office does not issue the NIE. It also cannot give you information on police appointments.
You book for yourself, or an authorised representative does it for you.
What if no slots show?
The “no appointments” message means every appointment at that office is taken. Availability depends on each office. Try the other offices on the booking screen.
Small fixes that keep your slot:
- Lost confirmation: choose the option to consult the appointment and enter your justificante number.
- Cancel: log in with the same data you booked with.
- Wrong phone or email: contact the office you booked; the online application does not allow the change.
- Anything else on the cita previa: call 060.
Attend at the police station and wait for the decision

Appointment booked? Attend the police station you booked on the ICP site. In Valencia the NIE is a police-station procedure, not an Oficina one.
Valencia city has two stations. Gremis 6 issues non-EU cards. Bailén 9 handles the EU registration certificate.

The police have five days to decide, counted from the entry of your request in the register of the competent body. No reply within that time means the request is rejected.
A refusal can be challenged with a reposición appeal filed within 1 month.
What a NIE does not give you

A NIE does not authorise residence in Spain. It is your identifier, and it appears on all documents issued or processed for you, except visas. It starts with a capital X, Y or Z and ends with a capital letter.
A visa or authorisation for a stay over six months brings the next step: apply in person for the TIE within one month. Next, the TIE guide covers Valencia’s route.
These rules sit in Royal Decree 1155/2024, which replaced Royal Decree 557/2011 and took effect in May 2025.

Common questions
How much does a NIE cost in Valencia?
The fee for a NIE assigned at your request is €9.84. You pay with the Modelo 790 código 012 form at a bank, savings bank or credit cooperative. You do not need an account there. Bring the payment receipt to the appointment.
How long does a NIE take?
Five days: the police have that long from the entry of your request in the register of the competent body. The decision is notified inside that period. If no reply arrives within the five days, the request is deemed rejected.
Does the Oficina de Extranjería in Valencia issue the NIE?
No. The Oficina de Extranjería in Valencia does not issue the NIE; you go to the police station. The Subdelegación handles the NIE at police stations, not at the Oficina. The Oficina cannot give extra information on police appointments.
What do I do if the cita previa shows no appointments?
Try again later or another office: the message means every appointment at that office is taken. Availability depends on each office. Check the other offices the portal offers. With a justificante number you can retrieve a booked appointment, and 060 answers questions about the cita previa.
Can I get a NIE from outside Spain?
Yes. A person who is not in Spanish territory at the time of the request asks the Comisaría General de Extranjería y Fronteras through a Spanish consular office abroad. The form is EX15 and the fee receipt for the Modelo 790 código 012 goes with it.
Does a NIE let me live in Spain?
No. The NIE is not a document that authorises residence in Spain. It identifies you and appears on the documents issued or processed for you. Residence needs its own authorisation, and a stay over six months leads to the TIE card.
What does a NIE number look like?
A NIE starts with a capital X, Y or Z. It ends with a capital letter. The number appears on all documents issued or processed for you, except visas.
Can someone else book the appointment for me?
For most authorisations, the foreign citizen or an authorised representative makes the appointment request. On the ICP portal, change of phone or email is done with the office you booked, not online. To cancel, use the same data you booked with.
