Valencia vs Barcelona for Expats: What the Official Numbers Show
Valencia and Barcelona share the national rules on the padrón, the 183-day tax test and the state income tax scale. Regions differ on the regional tax scale, tensioned housing zones and the health agreement. In 2024 rents rose 5.9% in Valencia and 3.3% in Barcelona.

Where the two cities differ
Most of what newcomers worry about is national and applies identically in both cities: the padrón, the tax residency test, the state tax scale and the residence application route. The regional layer is where Valencia and Barcelona differ: the regional income tax scale, housing-zone declarations and the health agreement.
Two INE tables put the cities side by side: population and rents. Nothing here ranks the cities on salary, climate or lifestyle, because no official table backs those.

What is the same in both cities
Do you have to learn two sets of rules? Not for the basics, because the padrón duty is national. Everyone who lives in Spain, foreigners included, must register on the padrón of the municipality where they usually live. A padrón entry does not prove legal residence.
Toda persona que viva en España está obligada a inscribirse en el Padrón del municipio en el que resida habitualmente.
Every person who lives in Spain is obliged to register in the Padrón of the municipality where they habitually reside.
BOE · Ley 7/1985, art. 15
- A non-EU foreigner without long-term residence renews the padrón registration every two years.
- A long-term residence application filed from inside Spain goes to the Oficina de Extranjería of the province where you live.
- From abroad, the teleworker route starts at a Spanish consulate; you cannot file the residence authorisation directly from abroad.
- Teleworker residence authorisations are processed electronically by one national unit, the UGE-CE.
- You are tax resident if you stay in Spanish territory more than 183 days in the calendar year.

Population and rent: the INE figures
Both tables are from INE, the national statistics institute, for the same year.
| Measure | València | Barcelona |
|---|---|---|
| Official population, 1 January 2025 | 840792 | 1731649 |
| Rent price index, 2024 (base year 2015) | 136.409 | 124.589 |
| Annual change in rents, 2024 | 5.9% | 3.3% |
The index measures how much rents rose since its 2015 base year. A higher index means more growth, not a higher rent in euros. Valencia’s index is the higher one, so its rents grew more since 2015.
The annual change tells the same story for one year: Valencia’s rents rose 5.9% in 2024 and Barcelona’s 3.3%. Neither figure tells you what a flat costs today, so check live listings in the neighbourhood you want.

Income tax: the regional scale is the difference
IRPF (personal income tax) has two layers, and the regional one is where the cities differ. The state scale is national. The regional scale is the one each autonomous community approves.
| State scale, slice of taxable base (euros) | Rate |
|---|---|
| 12,450.00 | 9.50 |
| 7,750.00 | 12.00 |
| 15,000.00 | 15.00 |
| 24,800.00 | 18.50 |
| 240,000.00 | 22.50 |
| Above 300,000.00 | 24.50 |
The Comunitat Valenciana applies its own regional scale for 2026.
| Valencian regional scale 2026, slice (euros) | Rate |
|---|---|
| 12,000 | 8.8 |
| 10,000 | 11.7 |
| 10,000 | 14.6 |
| 10,000 | 17 |
| 10,000 | 19.4 |
| 10,000 | 21.9 |
| 10,000 | 24.4 |
| 28,000 | 26.1 |
| 50,000 | 27.35 |
| 50,000 | 28.35 |
| Above 200,000 | 29.35 |
The Valencian scale is rewritten for tax events accruing from 1 January 2027. The Valencian regional personal minimum is €6,105 a year.
Catalonia approves its own regional scale. This page does not quote it: read it in the Catalan law before you compare take-home pay.

Housing: tensioned zones are declared region by region
Start with who declares the zones. A tensioned residential zone is declared by the administration competent in housing, not by the state law itself. The declaration lasts three years and may be extended annually.
The BOE list for the first quarter of 2024 names Barcelona among the Catalan municipalities. Its zones are valid for three years from the day after that resolution was published. In the Catalan zones a large holder is an owner of five or more urban residential properties. The national definition is more than ten.
For València, the nine quarterly lists read, up to the second quarter of 2026, do not mention València or any Valencian-community area. Treat that as the position to the second quarter of 2026, not as permanent.

Health cover: the region signs the agreement
With no cover, the convenio especial is the route. You sign it with the regional administration for the municipality where you are on the padrón. The national decree sets the base fee: €60 a month under 65 and €157 at 65 or over. A region may raise it when it adds its own extra services.
The Comunitat Valenciana charges the base fee, €60 under 65 and €157 at 65 or over. It requires one year of continuous effective residence in Spain before you apply.
Foreign nationals not registered or authorised as residents for more than three months may apply for universal care at the counter of Conselleria health centres. This applies if they have no cover on another legal basis. The national decree behind it is RD 180/2026.
This site does not cover Catalonia’s conditions or its filing office. Ask the Catalan health authority whether it adds anything to the base fee before you plan on the same terms. The Valencian route is in the convenio especial guide and the SIP card guide.

What to check before you choose Barcelona
Use the national rules from this page in both cities, then check the regional layer for Barcelona yourself.
- The Catalan regional income tax scale, in Catalan law.
- Whether Barcelona is still a tensioned zone, in the latest quarterly BOE list.
- The Catalan convenio especial fee and filing office.
- School admission rules: the Valencian rules do not apply in Catalonia.
- Rent levels in euros, from live listings, because INE’s index does not give them.

Not confirmed: Catalonia's regional income tax scale, health agreement terms and school admission rules are not covered here: check the Catalan authorities. Common questions
Is Valencia cheaper than Barcelona to rent in?
Official figures do not say: the comparable INE table gives no euro rents. Its 2024 index, with 2015 as the base year, is 136.409 for Valencia and 124.589 for Barcelona. That measures growth since 2015, not which city costs more. Compare live listings for the neighbourhoods you want before you decide.
Are the residency and visa rules different in Barcelona?
No, the rules are national. A long-term residence application from inside Spain goes to the Oficina de Extranjería of the province where you live. Teleworker residence authorisations are processed by the UGE-CE, a national unit. The applicant who is abroad applies at a Spanish consulate.
Is income tax different in Valencia and Barcelona?
Partly: the state scale is the same everywhere. The regional part is the scale each autonomous community approves. Valencia has its own scale, with 8,8 on the first €12,000 and 29,35 above 200.000. The Catalan scale is not covered here, so check it before you compare.
Which city is bigger?
Barcelona. INE's official figures for 1 January 2025 give València 840792 residents and Barcelona 1731649. Population size alone says nothing about rent or services.
Is health cover different in Barcelona?
The region decides part of it: the convenio especial is signed with the regional administration for the municipality where you are on the padrón. The national base fee is €60 a month under 65 and €157 from 65, and a region may raise it if it adds services. The Comunitat Valenciana charges the base fee; check Catalonia's terms with its health authority.
Is Barcelona a tensioned housing zone?
It was named in 2024: the BOE list for the first quarter of 2024 names Barcelona among the Catalan municipalities declared tensioned, for three years from the day after publication. València is not mentioned in the nine quarterly lists read, up to the second quarter of 2026. Check the latest list.
Do I need to register on the padrón in both cities?
Yes, the duty is national: everyone who lives in Spain, foreigners included, must register on the padrón of the municipality where they usually live. A registration of a non-EU foreigner without long-term residence is renewed every two years.
