First Month in Valencia: Short Stays, Padrón, Library Wifi
Landing in Valencia without a long lease? A tourist-flat stay is 10 days or less in a row. A temporary-housing lease runs over thirty-one days and states the cause of your move. Its rules come from Royal Decree-law 29/2026, sent to Congress for validation: check the BOE first. For the padrón, a lease counts only if over six months.

Landed in Valencia without a long lease? Start with the contract of your first month. A tourist-flat stay is 10 days or less in a row, and a longer let falls outside the tourist rules.
Which short-stay contract do you have?
Check these in order. The diagram shows the chain, and the sections below give the rules. One caution first: the temporary-lease rules come from Royal Decree-law 29/2026, sent to Congress for validation after an earlier decree-law with similar content was repealed. Check the BOE for its status before you sign.
A tourist flat
The regional Decree-law 9/2024 sets the definition. A tourist-use dwelling is a whole property let for a price, ready for immediate use, for tourist purposes, to one tenant for 10 days or less in a row. Rooms are not let this way.
The LAU, the national Urban Leases Act, does not cover the let of all or part of a furnished, ready-to-use home marketed through tourist channels for profit. That exclusion applies when a specific tourist-law regime governs the let. The tourist administrations set its maximum length, which can never exceed thirty-one days.
Staying more than 10 nights in a flat advertised as a tourist flat? That let falls outside the tourist rules. A stay of more than 10 days but no more than thirty-one is not a temporary-housing lease either, because that lease must run over thirty-one days. Ask the host which contract governs the stay.
A temporary-housing lease
Staying over thirty-one days because a justified cause has moved you away from your habitual home? That is a temporary-housing lease (vivienda temporal), defined in article 2.3 of the LAU in force since 8 October 2026.
A temporary-housing lease is one over a habitable building, including a room, covering the tenant’s housing need when temporarily displaced from their habitual home for a justified and provable cause.
BOE · LAU, art. 2.3

The term runs over thirty-one days and, as a rule, up to twelve months. The contract must state the cause of your move. Without it, the lease counts as a habitual-residence lease from signing.
More than twelve months without justification turns it into a habitual-residence lease. So do more than two temporary leases in a row on the same home between the same parties.
Older guides file a first-month stay under article 3 as a seasonal let, a lease for a use other than housing. Since 8 October 2026, article 3.2 leaves out of that category, in all cases, leases whose object is lodging people.
Signed before that date? A seasonal lease, a temporary-housing lease or a similar lease keeps counting as a lease for a use other than housing. The regime that applied to it still governs it until the term agreed in the contract ends. At that point it ends, with no extension possible.
What you get with a temporary lease:
- You may leave after one month from signing, with at least ten days’ notice.
- The extra guarantee on top of the fianza is capped at one month’s rent.
Tip: look for the stated cause in the contract before you sign, because its absence changes the lease type.
How do you check a tourist-flat registration number?
Ask the host for the number, then match it. Advertising of a tourist-use dwelling during its declared tourist period must include its registration number and exact location. Leaving the number out is among the serious infringements.
Look for the red adhesive sticker on the flat. It has a space at the top for the registration number.
Then check the number against the Generalitat’s daily open data on tourist businesses entered in the Registro de Turismo. The list has a field for each dwelling’s registration number. If the number is missing from the advert or the list, ask the host before you pay.

A registration is valid for five years, with the exceptions set by the law and the decree. A registered flat is let whole, so a room offered as a tourist let is not allowed.
The city is adding its own caps. Its council approved a new tourist-apartment regulation definitively on 31 March 2026. Under it, total tourist places may never exceed 8% of registered inhabitants in each barrio and district, and at most 2% of dwellings may be tourist use.
Is there a national registration number?
Not as a duty. A Supreme Court ruling of 19 May 2026 annuls the provisions of Royal Decree 1312/2024 on the single rental registration procedure. It also annuls the duty to register at the Property Registry or the Movable Property Registry to get a number for offering short-term rentals on online platforms.
To annul the provisions of the challenged Royal Decree that refer to the single rental registration procedure and the obligation to register in the Property Registry or the Movable Property Registry in order to obtain a registration number that allows short-term accommodation rental services to be offered through online platforms.
BOE · Tribunal Supremo, Sentencia de 19 de mayo de 2026, fallo

In the Comunitat Valenciana, a tourist flat’s advert carries the Registro de Turismo number. That is the number to check.
Can you register on the padrón from a short stay?
Only with a home proof the town hall accepts, and a one-month rental contract is not one. Everyone who lives in Spain must be on the padrón of the municipality where they usually live. Someone who lives in several municipalities registers in the one where they spend most of the year.
The home proofs for the Ajuntament:
- A home you own: a deed or complete simple copy naming you as owner.
- A rented home: a contract in force, signed by everyone named in it, lasting more than six months.
- Rent proof: the latest rent receipt or bank transfer, paid in the last two months.
- Someone else’s home with a property title: the owner’s signed authorisation, plus the owner’s ID document.
A contract of a month does not meet the six-month condition. The town hall may also ask for extra proof that you use the home, and tourist contracts and non-habitual-residence contracts are among the cases it lists.

Registration is free. The town hall has up to three months to resolve it. The padrón does not prove legal residence in Spain. For the full procedure, see the empadronamiento guide.
Your first four weeks, step by step
One job per week, with the padrón last.
Week 1: appointments
Book the appointments before anything else.
- EU or EEA citizen registering as a resident: apply within three months of entering Spain, and the certificate is issued immediately.
- Non-lucrative or other general-regime visa over six months: apply for the TIE in person within one month of entry, or of the authorisation being granted.
- Digital nomad visa: no TIE while you live on the visa; apply once your residence authorisation is granted for more than six months.
- NIE at your request: the fee is €9.84.
In Valencia province the police station, not the Oficina de Extranjería, issues the TIE, the NIE and EU registration certificates. Police appointments run through the Dirección General de la Policía. In-person appointments at the Oficina de Extranjería are requested by email to citaextran.valencia@correo.gob.es.
Tip: the message “No hay citas disponibles en este momento” means every appointment at that office is booked, so check again later. See the guides to the cita previa, the NIE appointment and the TIE card.
Week 2: bank and health cover
If you reside legally in the EU, you have the right to a basic payment account, even with no fixed address. The fee is at most EUR 3 a month. The bank account guide has the steps.
SIP registration asks for your habitual residence in a Valencian municipality, which requires being on that municipality’s padrón. For a SIP number with private insurance, the padrón certificate is not mandatory. See the SIP guide.

Week 3: search for the long lease
Start with the district medians. They are the Ministry of Housing’s SERPAVI figures for 2024: rents declared in tax returns for collective housing let as a main residence.
| District | Median rent a month, whole dwelling |
|---|---|
| Quatre Carreres | 675 EUR |
| Benimaclet | 714 EUR |
| Extramurs | 740 EUR |
| Ciutat Vella | 800 EUR |
| l’Eixample | 824 EUR, rounded |
Compare these medians with current listings. Before you sign, know the money rules:
- The fianza for a housing lease is one month’s rent.
- A landlord may not ask for more than one month’s rent in advance.
- Agency and contract-formalisation fees cannot be charged to the tenant.
The renting guide covers the contract in full, and the neighbourhoods guide covers every district.
Week 4: sign, check the fianza, register
In the Comunitat Valenciana the landlord, not the tenant, deposits the fianza with the Generalitat. Ask the Generalitat by email, with your ID and the lease, whether it was deposited. The fianza guide has the address and the deadline.
Then register on the padrón. Anyone who habitually lives in València and is not on the padrón can ask for the alta. The Oficina del Padrón Municipal is at Plaza del Ayuntamiento, entrance on Periodista Azzati 2, Monday to Friday 8:30 to 14:00.
Book a cita previa on valencia.es or by phone. Bring original documents, and a home document that shows the cadastral reference.
Where can you work with free wifi?
Start with the municipal libraries. All of them have a free wifi network with no time limit per connection, plus internet computers with regulated access for one hour a day.

You need the library card only to take material out on loan; the other services and activities do not require it. The card is free, and so are the library activities.
The Ajuntament also installed wifi access points in municipal libraries, museums, cultural centres, municipal centres and Juntas Municipales.

Common questions
Can I register on the padrón while I stay in a tourist flat?
The padrón follows where you habitually live. These proofs are accepted: a deed in your name, a rental of more than six months with a recent rent receipt, or the owner's signed authorisation with the owner's ID. The town hall may ask for extra proof of use, and tourist contracts are among the cases listed.
How do I check a tourist-flat licence number in Valencia?
Find the registration number in the advert, because tourist-flat advertising must include it with the exact location. Then look for it in the Generalitat's daily open data on registered tourist businesses. Registered flats display a red sticker with a space for the number.
Is a stay of a month a tourist let?
No. A tourist-use dwelling is let for 10 days or less in a row to the same tenant, and a longer let falls outside the tourist rules. A temporary-housing lease must run over thirty-one days, so a month of thirty-one days or less is not one either. Ask the host which contract you are signing.
Can I leave a temporary-housing lease early?
Yes, once at least one month has passed since signing, with at least ten days' notice to the landlord. Check the contract for other exit terms, and keep the notice in writing.
Does the national single registration number still exist?
Not as a duty. On 19 May 2026 the Supreme Court annulled the provisions of Royal Decree 1312/2024 on the single rental registration procedure. It also annulled the duty to register at the Property Registry or the Movable Property Registry to get a number for offering short-term rentals on online platforms. For a tourist flat, check the Registro de Turismo number in the advert.
Do I need a library card to use the wifi?
No. The card is needed only to take material out on loan. The municipal libraries have a free wifi network with no time limit per connection, and the card itself is free.
How much is rent for the long lease in the city centre?
The 2024 median monthly rent for a whole dwelling was about EUR 800 in Ciutat Vella and EUR 824 in l'Eixample, rounded. These are medians of declared rents, not asking prices, so compare current listings.
Can a landlord charge an agency fee for my lease?
No. Agency and contract-formalisation fees cannot be charged to the tenant, directly or indirectly. A landlord also may not ask for more than one month's rent in advance.
